Can anyone tell me how or where I can get an unlocked cell phone?

Im with Cingular and I just want a new phone that i can move my sim card into without having to start a new plan or anything. If I go to Cingular directly, they want to charge me an arm and a leg for a new phone because I have to keep my old plan. Is there a website or anyone out there that knows where I can get an unlocked cell phone…or at least a cheaper cell phone than what Cingular wants to charge me. Im looking to get a Treo or a Blackberry…or possibly any kind of PDA phone.

Anyone with advice on buying a Motorola unlocked cell phone?

My husband dropped his cell phone in some water and has no insurance, not due for an upgrade for a while. Most Motorola phones we have found are unlocked. Cingular says some of the features may not work on unlocked phones. Is this true? Has anyone else used unlocked phones with Cingular?

He is looking at the razr, pebl (sp?) or something like that with camera & video.
